assuming what you have is just a modem, then perhaps talk to your isp and see if they can help.

Just to give an update, I changed my Nat settings in voobly to override default proxy server, and it's fixed now. It takes maybe 5-7 seconds to connect but it does.

I had a talk with them today, they said no port is closed. I tried googling the details but there seems to be no info about the modem.
