      TOURNAMENT ADMINISTRATORS

      GENERAL RULES

      1. All Teams must respect the tournament schedule and times for each round. This is a team event and there will be NO exceptions or delays granted to ANY Team. No excuse will be accepted for failing to play in the specified time.

      2. If both Team cannot come to an agreement in scheduling their match, the staff will analyse the situation, schedule, and time zones in order to add a viable Admin Time that suits both Teams to the best of our ability. Admins will ensure teams are not forced to play games between 2am - 6am local time.

      3. When scheduling all times must be discussed using date and time in GMT time. Check your time in GMT here [You must login to view link]

      4. Every Team Member must respect their opponent. Bad behaviour (determined by staff) will result in a warning and may lead to an immediate disqualification of a whole Team. This tournament values not only great skills, but also sportsmanship and fairness. Any insult, racism or flaming will not be tolerated. Laming and mind games in game are allowed.

      5. All Team Leaders have agreed to the No Smurf rule. Each Team must submit all relevant player usernames for Admin discussion. Smurfing and account sharing is not allowed. Any discovery of the mentioned will result in Team disqualification.

      6. All games MUST be played in the Voobly Intermediate Player Lobby using the Match Stats Ladder.

      7. During the Inter Open Cup immediately after completion of each match, the winning Team MUST post the game match links for the tournament games in the Inter Open Cup Recorded Games section of that respective round.

      8. All the games must be scheduled and confirmed by both Teams in the Inter Open Cup Scheduling Forums, informing the other Team of the exact date and time of the arranged games.

      9. In case of disconnections, the game must be saved and restored. All of the .mgz recorded game files (multiple parts of the game before/after drop) must be provided when posting the recorded games.
If restoring is not possible, the recorded game should be provided, along with any additional information to the Administration of the Inter Open Cup instantly. Subsequently, facts will be analysed and a final decision made.

      10. Once two Teams have arranged and confirmed a time to play, the maximum waiting time is 30 minutes. If one of the teams fails to arrive, the waiting team must take a screenshot showing [You must login to view link] (so the current time is clearly visible) with the Intermediate Player Lobby Game Room and post the screenshot in Admin Requests topic, with a link to the post in the Scheduling forums where the game time was arranged and confirmed. This way, tournament admins will know how long the team waited and upon Admins decision, the team that did not come might get an Admin Loss for the games. Do not try to edit time arrangement posts in an attempt to get free wins, because the forum registers the exact date and hour of each edited post. Such actions are considered cheating, and the offender will be punished according to rules.

      11. If a game is not recorded, it must be replayed regardless of result and evidence of it.

      12. Each Team Leader MUST be fluent in English and is responsible for scheduling, possible disputes, and everything else regarding their participation.

      13. New rules can be added and current rules can be changed. However, Admins MUST inform the Teams about such changes in the Inter Open Cup Rules & Settings thread. All the latest additions in Rules & Settings will be in red.

      14. No Team will be allowed to refuse the presence of any spectators, but they may ask to have the spectator delay increased up to 10:00 minutes. If either Team wants the spectator delay increased then it must be increased, it does not require an agreement between both teams. Teams MUST wait for the majority of spectators to finish before starting the next game

      Civilizations
Games will be Best of 3(First player to 2 wins moves on)
      Game 1: Random Civ's
Game 2: Switch From Game 1 (Your team takes the 3 civ's that the other team had in Game 1, and they take your 3)
Game 3: Pick Civ (Enable Hidden Civs in Game settings so teams can not see each other's civs.

For Final/3rd Place round it will be Best of 5
Game 4: Switch from Game 3 (Your team takes the 3 civ's that the other team had in Game 3, and they take your 3)
      Game 5: Team Random

      GAMING RULES

      1. The game settings must be the following.

      2. Bugged Maps If a player starts with a bugged map the Team may decide to restart the game, but this must be said during the first 2:00 minutes (game time) without using up their one allowed restart. A bugged map is defined as: a stuck villager or scout, standard sheep ( 8 ), boar ( 2 ) or deer ( 3/4 ) not able to be eaten by vils, berries ( 6 ) with 4 or less sides of berries free to be eaten, a main gold mine (the 7 tile gold) with 4 or less sides of gold free to mine, a main stone mine (the 5 tile stone) with 4 or less sides of stone free to mine. Secondary golds/stones or extra patches of deer/boar are not affected by this rule.

      3. Restarts:
In a Best of 3 each Team is awarded one restart each.
In a Best of 5 each Team is awarded one restart each.

      4. A restart must be requested before minute 2:00 game time (remember that this is shorter than real minutes). When a game is restarted, the civilizations must be the same as in the previous attempt.

      5. Any graphic changes that only affects the player's Age of Empires II: The Conquerors are allowed.

      6. Cheating is not allowed under any circumstances. Players using any kind of cheat will be disqualified from the Inter Open Cup event and possibly banned from future Voobly events.

      8. No Inter Open Cup Tournament Admin is allowed to participate for any Team.

      9. By signing-up for the tournament, you automatically agree with all the Tournament Rules and Settings.

How do you plan to determine who is eligble to sign up? Would be nice to clearly mention rating requirements and/or games played to ensure that players do not get bashed by MS people who just want an easy win.

Basic Admin Guidelines & Responsibilities.

Scheduling
  • If teams have not created a scheduling thread by tuesday night/wednesday morning GMT time we need to create thread for them to get them going.
  • If a team has not responded to a scheduling topic within 24 hours of it being created, the captain should be messaged and a note written on his wall linking to the scheduling topic. Something simple "hey please start scheduling for IPC vs XXX at vooblycommittee.voobly.com/forum/xxxxx"
  • If 24 hours goes by without a response from either team and no time has been scheduled then the thread should be bumped, so that they might notice it again. (Unsure if this is needed, as this isn't aoczone and people dont read the vcom forums as standard, maybe pm both captains instead?)
  • [This will be added to the rules shortly] Removing necessary posts from scheduling topics. This WILL NOT turn into CS tourney scheduling with **** posting/trolling coming from both teams and any outsiders. If teams continue to ****post, consider disqualifying them due to this rule.

This tournament values not only great skills, but also sportsmanship and fairness. Any insult, racism or flaming will not be tolerated. Laming and mind games in game are allowed.
I don't know if there's anything we can do to prevent scheduling spectators (people not involved in the game in question ****ing around) being ****s? I would suggest banning them from future tourneys, but a) I'm a hardass about that, b) i don't run (m)any tourneys on vcom so don't know what is allowed.
  • Lock scheduling topics once the games have been played, to ensure they drop to the bottom of the forum and don't get in the way. Also makes it easier to see which games have been completed.

Recordings and Bracket
  • Ensure that when recorded games are linked, they are the correct match links and the score is correct.
  • update the challonge bracket ([You must login to view link])with results asap after results being reported.

General upkeep
  • Will not play in the tournament
  • Suggest edits to rules & settings and other posts before they are posted to the public
  • Answer any questions players have about the tournament
  • Promote the tournament to friends/people/everyone

if 24hours past there is no need to bump. maybe just mesg all users in that team? telling them to get there **** sorted ;stick

and yes. we need to keep up with the maintaining of the threads to keep them clean, if users continue to troll etc then let myself or Blake know. and we can just them a boot up the ass before we go disqualifying anyone.

and if spectators are going to be ****s they will get kicked. so no need to worry about this. Spec delay time should be set to a decent amount. to avoid teams trying to spec cheat which I am 90% sure will happen

Hopefully our resident account checkers (shark and blake if he isnt being lazy ;stick) remove anyone like that.

If not, then a) thats our problem, once the tournament has started I don't plan on us removing anyone (unless they are like an 18+ or something ridiculous like that, a 1705 is kinda meh) b) they may be banned from future ipl/'noob' themed tourneys.

Assuming this goes well there would be an ara tourney, or megarandom or ln or home maps etc tourneys in future.
