Hello guys when i opened voobly for the first time after that issue i cant download any patch and that window appears.

I wonder why nobody answers here, but if I look at your attachment, I see you have Voobly installed on D drive, I think you must install it on C drive.
With me, Voobly is installed here:
C:\Program Files (x86)\Voobly
AOC is installed here:
C:\Program Files (x86)\Microsoft Games\Age of Empires II

If I remember right, both must be installed in the program files folder on C drive, but there are others who know so much more of this....

edit, i see you play the titans, but I guess it's basically the same...

Check if Voobly is able to detect your game. Please run the game diagnostics and share the outcome with me. You will find this option in here:

do you have a 64bit operating system?
if so, would have thought your game should be in :program files[86][ if a 32bit system then its ok.]
the voobly install i think needs to be in either :program files/voobly or :program files[86]/voobly not in :program files/microsoft games/voobly.
