I recently changed my ISP and my voobly had problem in joining. Previously my netcom wireless modem doesnt need port forwarding. I have paid version of portforward software, software said portforwarding was done but port check and voobly check didnt work. Additionally I turned off firwall and antivirus.

You need to remove all the port forwarding rules you have on your router/modem (except for the last one). I am also assuming that you have not changed your NAT port on Voobly (which is 16000 by default).
After doing the above, if you still have the same problem, then check for UPNP on your router/modem. It should be disabled.

if the checker still says port unreachable/not open, then a call to the isp may be of help.
I found out that the new ISP is using dynamic external ip address. I requested them to get a static ip address. Hopefully , it will be soved soon.
It was probably due to my request for Static IP from my provider or, I saw this hidden firewall in my modem like this,
