i can't play AoE2 on voobly servers, but when play in steam servers never have problems.

Se me ocurren dos cosas. Quiza no conectaste Voobly con el AOE o tu firewall esta bloqueando AOE/Voobly y debes permitir ambos programas desde el Firewall de Windows.
