fog of war flic k ering / vibrating

plz ASAP help!

If i make the resolution smaller lets say 1080p the problem goes away

note: screenshot and video recording of the game have no fleckering in it,

i have issue like these https://www.voobly.com/forum/thread/284500
but in 1080p
