trouble connecting with players

I have run network diagnostic tool and it says all okay but still I am unable to join some players and it says port forward or run diagnostic tool. please help me.

You appear to be using a 3g / 4g / 5g data connection with the result, that your IP address keeps changing. You cannot play with that.
