Incompleted techtree (Heavy Scorpion Meso civs)

I've noticed for a while that Inca's and Mayans no longer get Heavy Scorpion, while the tech tree in-game still says it should be available. Is this a bug? Was there something changed?
I know Aztecs don't get them, but as far as I remember Mayans and Inca's should have them, also with the latest DE updates.

Noted the Incas, the others civs seem to work fine.

Inca's was recent. Encountered this with the Mayans a few days ago, so perhaps fixed in the meanwhile. (or just bad memory)
