Voobly crashing

Hey, last time you told me I have a problem about the game but I tried to reinstall it and also the voobly crashes without the game even on.
It means that even when I don't play aoe 2 it still crash and just turn itself off and it happened to me once again during a game as well, so I don't understand what's the issue? my internet connection looks fine.
Sometimes, it cannot connect me either, it's like Voobly's keep loading.

Please paste the results of the game diagnostics, as well as a screenshot of Start > Run > winver

I already sent it and tried to reinstall.
Non-DirectPlay game path is 'c:\program files\age of empires ii'
Verifying 'c:\program files\age of empires ii\language_x1.dll' exists...
Success!

Success!
Also, when I type winver in start and run I cannot find anything, maybe because of Windows 10?
Voobly path is 'c:\program files (x86)\voobly'
Game version is '1.0C-VLY'

Success!

I tried to do it but it doesn't work when I type winver in the run tab. I have Windows 10, maybe that's the reason?

Start > Run > type "cmd" > right-click on Command Prompt > run as Administrator

Execute the following commands:
dism /online /cleanup-image /scanhealth
dism /online /cleanup-image /checkhealth
dism /online /cleanup-image /restorehealth
sfc /scannow

I'll try to do it now, but will it help the voobly not to crash? after all these settings are about the game itself but not sure about voobly though..
