I have a friend that is using VPN to connect as he has to. When VPN is on he connect to almost all but me. To connect to me he needs close VPN but like that he almost do not connect to anyone else.
I have nothing to block VPN on or similar.

Any solution as we need play together as well....?

It’s not recommended nor is it required to use a VPN in order to play on Voobly. Simply forward UDP 16000 in your router and you’ll be able to play without being FP to anyone.
