Here is a short tutorial on how to install a mod without using the Mod transfer support (as with some mods it is not yet supported)

First find a mod from the Mod section
The one i used for this example is available [You must login to view link]

When you finish the download, click the icon on your desktop:



You then need to click Run or allow if using vista or higher

Next click install on the last window:

Your mod has now been installed to the following directory C:\Program Files\Voobly\gamedata\aoc\mods
_____________________________________________________________________________________
Now to host a mod
First select quick host

Next hit file>settings>Game mod>your selection

Enter your game settings
And hit Ok
You are now ready to host! Now show the people who join your room how to install the mod to play with you!

Map is where all the other maps are.

my question is, if possible install mod in a folder outside of C. In another location if that can? conflicts cause me to play on Voobly AOC and elsewhere need to install.

Yes, just make sure you install it to the same path inside your Voobly folder.

Can you use mods oustide of Voobly? Just to use it in a offline game against AI?

You can't play voobly mods without voobly. You can only play it as single player mode, but not as offline. Some mod have offline version (mostly as original version and voobly made it for multiplayer, because simple mods should be 30-60Mb sized).
