copy civs.xml,protoy.xml,techtreey.xml,homecityXXX.xml files,paste them into ur origin data folder,for example,if u installed
ur aoe3 in D:\Age of Empires III,then paste these files into D:\Age of Empires III\data

copy sp_XXX_homecity.xml files,paste them into ur savegame folder
My Documents\My games\Age of Empires III\savegame
