How do these Map Pack rules make any sense?

Whats the problem with having maps rated that arent played a lot?
As long as all is fair in the map, it can be just as competitive, and takes just as must skill so should count for ratings to show your accurate skill level. As the point of dividing the ratings into categories was; the more maps your good at, the higher your skill and therefore your rating should be higher.
Besides, the less maps that are rated, the less encouraged everyone is to try something else.

that mean if u dont have stable version , ur map could have many errors also we dont need complaints about new maps added e.g =V= Tower wars

usually an update for a map would include fixing errors, so updating a map makes it more stable. Thats why I asked why were not allowed to make improvements, unless you expect it to be absolutely perfect. each time you update a map, its likely to have less errors than the original, since theres so much room for mistakes with the original version, but then with an update you fix errors and make fewer new triggers or changes than the original.

complaints about a new map would be very rare for only special circumstance maps. There should be just as many if not more complaints about maps not being rated, so thats not a reason. if ppl complain about something with no reasoning behind it, then who cares.

so just because a few ppl might be cheap and specifically try to play only noobs just for points, doesnt mean you should restrict it from most ppl who would play it fairly. If they lie in some way to the noobs then it should be considered point trading and be punished separately. If they dont lie and want to play against noobs they can do that just the same with a popular map. pertaining to this happening is exactly how the rating calculation works; noobs have less points therefore the winner wins less points. Even if they did end up with an inaccurately high rating because of it, thats their fault and their problem, and the only effect it has on anyone else is they're likely to lose more points later.

I agree with all the parameters discussed. We help refine the TDA ancient map. It's ready, according to the petitions asking to continue classified and weigh their multples editions, here the rejected or ignored. It's okay if the mods justify what goes better with multiple scenarios, which are actually played for better or for worse.
