I just read the thread about the 4v4 NPL BF tournament recently, and there was a big issue thrown about deciding who is really belongs to the NPL (i.e REAL NOOB), and those who should really migrate to MS but stays in NPL (i.e NOOB BASHER).

Hence, I thought of a solution to profile torunament candidates and tell if they are Real Noobs or Noob bashers.
Basically, we can set up qualification round. The qualification round will take place in a blind lobby. In the blind lobby, the candidate will be randomly paired with a player chosen at random from the NPL or MS. When a candidate wishes to start a qualification game, the server will randomly choose a "Looking" player from randomly either the MS or NPL lobby, and send an invitation to that player. If the randomly chosen player accepts the invitation, the quali game room will set up. MS players selected should be of the lower rated (<1600 players), as most noob bashers belong to that catagory. To prevent selecting of NPL smurfs with few games, selected players should ideally have more than 100 games, and have rating of less than 1350.
In the room,MOST IMPORTANTLY, NEITHER PLAYER SHOULD KNOW NEITHER THE IDENTITY OR RATE OF THE OPPONENT.
Now, say if noob bashers are a minority in NPL (i.e < 20%) if the candidate is experienced enough to win a NPL tournament, but still a genuine noob, he will be expected to win more than or around 70-80% of the NPL players he is matched with, BUT lose more than 50% of the time vs the MS players. If the candidate is a noob basher, he will win more than 50% of the time vs the MS players. The candidate will have no choice but to play his best for ALL QUALI GAMES, since he dont know if his opponent belongs to the NPL or MS. If he loses more than 70% of the NPL players, he wont qualify for the tournament anyway.
Now, In the event that the NPL is overrun with Noob bashers (i.e Noob bashers >50%), most of the randomly selected NPL players will turn out to be noob bashers anyway, so, additional quality controls are needed.
An MODERATOR LEVEL CLAN of perhalps 30-40 players from various skill levels can be created for the sole purposes of profiling tournament candidates and POLICING NOOB BASHERS
The clan members will enjoy benefits equivalent to premium membership, but in return, they have to do their duty, which is 2 things:
1. When tournament events are being staged, they are expected to participate in more than X random qualifying matchups a week.
2. To play in their designated lobby and police and regulate their team members AND OTHER PLAYERS to make sure they play as well as they are rated. (i.e Noone with a rate of 1200 should play like 1400 or vice versa), and to report any such "Anolamies" to Voobly Staff.
IMPORTANT
If any clan member is identified as a noob basher, or fails to do their duty or blatently fails to report more than Z obviously anomalous games they play, they are sacked.
Recorded games played within a clan should be subject to regular spot checks by Voobly Staffs to prevent any conspiracies or funny business (for example, 5 "Noob basher" members who play as though they are 11xx even though in the NPL lobby, they play as 1400, and only play amongst themselves so they dont get reported) .
Ideally, members who join the clan should have at least 100 games, and no LOPSIDED Win Loss Ratios (which are typical of smurfs) .
When members join the clan, their recorded game history should be checked to ensure that they play as though they are rated.
I hope this idea will enable tournaments to be designed for all levels and not just the very top.
