this is a Voobly Help thread for players who have aoc setup getting stuck at x % .
to fix this issue folow these steps :
- run setup as an admin ( to do that right click on the setup exe and click run as admin.
if that fails then:
- enable UAC and to do that :
* open command prompt (cmd ) as admin .
* type in the cmd :
%windir%\System32\reg.exe ADD HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System /v EnableLUA /t REG_DWORD /d 1 /f
- run the setup exe

PS : if you folow these steps and the problem is not fixed then probably your setup is corrupted .
