Normally these numbers are 16000 but lately it changes to random numbers. Why isn't it stable? Can you help me with this problem?
have you forwarded port 16000udp on router? if you have check the private ip you used in the port forwarding is still the same.
have you changed ISP or your router/modem?
I checked it its same.

did you update the router? try turning the router off for a few mins. unplug it.
if the diagnostic is the same, talk to the isp.

looks as if you used the paid for version of pfconfig. check the router firewall is set at default. voobly does not need the router f/wall to be altered only the pc f/wall
your WAN ip is not reachable by ping. see if thats turned off on the router. [icmp] if its not, talk to the isp you use, you may be behind their internal servers.
see if pfconfig have a help section.
