In order to be able to spectate a game you need to be joining a game room as a spectator. Make sure you do join in as spectator. If you see your name in the player list as opposed to the spectator list in the game room you join, you won't be able to spec the game.
Furthermore, if you join the game too late (after it has started), you won't be able to spectate it either. I would suggest trying to spec some other games and see if you have the same problem. If you are able to join and play games on Voobly, you should have no trouble spectating as long as the mod and patch being used in the game are available to you.
