desactiva UPnP en la configuración de voobly y guarda. Apágalo también en el enrutador. aplicar / guardar.

it is the ip seen by any one on the net, its not related to other users at your home or to 192.168 ips, those are not net reachable.
isp's use that method to save on issuing net ip's to many users when one ip can be used by many users.
