Which version of Windows 10 (?) do you run?

Start > Run > Winver

And is it possible for you to check, whether you still have the problem, using a network cable instead of WiFi?

Okay. In Start > Run > winver, which version does it say there? 1809? 1803?

I still think, this is a network issue, but perhaps, this could solve the issue already:
