To begin with, I checked your screens and refering to the second, it seems that you put 1600 instead of 16000 actually. Please correct it and check again.

Don't forget to follow all steps.
Also, make sure UPnP is disabled either in your router + in Voobly client.
do you have a static wan ip? [seen on the net]
is ipv6 enabled on the router?

so 192.... ip is not in the correct subnet.
do you have another box in your home set up?
your best bet to fix this is to talk to the isp techies who know what you have and how it should be set up.
edit
the only to do this yourself is to set up a 4th net connection using 192.168.100.0 /255.255.255.0 and port forward to that range.
