Construct on sea and stop galley flow.

The problem is still, that only villagers can build constructions. However villagers cannot move on the water, which leads back to the original problem (now 26 years old) that sea walls cannot be added to the game, because they can only be build on the water.

I saw a new technique on the Patch with portugese civ, ships build walls I think.

Talk to the creator of the mod or to those players who are playing this. It's not part of the official game however.
