Japanese missing parthian tactics in game

This is the second complaint about the same.

Japanese civ is missing Parthian tactics in game and I'm not sure if it is applied.

Also, not sure if the bonus is being applied properly.

Things have gone south since romans got pushed to this mod. We are not asking for new civs or new maps, we just want to the existing civs to function as the way they are intended to.

As far as I see in the code, Japanese do have access to the tech. The effect should be applied properly as it's a simple implementation. What are you experiencing?
