I was having this problem, too. Have you tried using Windscribe? Someone on the forums recommended it to me and it worked for me -- really quick and easy solution:
1. Close Voobly.
2. Install Windscribe and create a free account. [You must login to view link]
3. Turn on Windscribe (click the power button -- see screenshot below).
3. Log into Voobly and join a game lobby.
4. The updates/Voobly mods install automatically.
