But when I move to another Internet connection, such as mobile hotspot, also voobly.com works like a charm. Could my IP be banned by Voobly or is it likely a ISP issue?
(I am writing this using the internet connection from my phone)

Can you please give us the output of: Start > Type "cmd" > Click "Command Prompt" > type "tracert www.voobly.com" and hit Enter.
